Labor Disputes

Labor Disputes may disrupt project progress and present personnel risks. In the event of a dispute, immediately contact the Project Executive and Operations Manager to brief them on the issue(s) and to seek legal counsel.
In the Event of a Labor Dispute:
  • The Project Manager or senior staff member at the site should determine the nature of the dispute or picketing by questioning Labor Representatives and/or Subcontractors
  • Do not offer opinions on the nature of the dispute
  • Only authorized spokespeople should comment on the situation
  • Monitor the location with a communication device and immediately contact the Project Manager if any activity presents a threat to personnel or site
  • Contact the local police if the dispute is un-restful and/or disorderly
  • Take pictures of the picket sign(s) or operation in dispute
  • Keep labor disputers and/or picketers outside site fencing at all times
  • Establish a dual gate system
Establishing a Dual Gate
If picketing occurs directed against either Turner or one of our subcontractors, a separate gate should be set up and clearly marked for the exclusive use of the employees of the employer against whom the action is taken. All other neutral employers and their employees should be directed to use another gate to enter the site. It is important that each group uses its gate exclusively and that each gate be clearly designated. It is also important that materials and equipment to be installed by any subcontractors be delivered through the gate designated for that subcontractor.
  • Note about Gate Contamination: a gate can be “contaminated” by staff (including Turner) entering and exiting the wrong gate
