Bias-Motivated Event/Potential Hate Crime Event

If violence is observed, DO NOT attempt to reason with someone who is wielding a weapon. Call 9-1-1 immediately.

These events can include verbal or physical altercations, threats of violence aimed at specific individuals but typically a bias motivated incident is directed at an individual(s) on perceived or actual membership in a protected class. These events are typically motivated by personal prejudice. Examples include damage or vandalism of property, intimidation, graffiti, or symbol(s) depicting hate (e.g., a noose, confederate flag, swastika), issuance of derogatory leaflets, threats and/or acts of violence.

Bias-Motivated Event/Potential Hate Crime Event

If a bias motivated event is reported, actual or threatened, it is important to take immediate action. Refer to the Bias Motivated Events and Potential Hate Crimes Protocols on TKN for additional information. The most senior Turner staff person or qualified designee takes lead and ensures the following steps occur:
  1. If the incident involves immediate danger or violence CALL 911.
  2. Ensure the safety and well-being of any targeted individual(s).
    1. Assess the situation for any ongoing threat or imminent danger to others.
    2. Remove the person (if identified) from the worksite and contain the situation.
    3. Contact police if a threat of violence or violence and take steps necessary to protect other workers.
  3. Secure the area and DO NOT remove evidence or disturb the scene, take photos only. Photos must be secured and not shared or published.
  4. Inform local GM, OM, and Senior/HRD.
  5. In the first hour, the EHSD or OM will call the Turner Crisis Hotline.
  6. Within 2 hours or as soon as possible, the BU Action Team sets up a call with the HQ Bias Motivated Event Response Team.
    The GM or OM will organize and prepare for the call and should be fully connected to the project team. During the call a decision will be made to notify the police, how to address the media, how the event will be investigated,
    1. Each investigation is unique. The team may include a combination of EH&S, RM, HR, 3rd-party experts, project team leadership, and legal counsel.
      1. All employees and workers are expected to fully cooperate with the internal and police investigation
    2. Investigation to include:
      1. Interviewing the person(s) who reported the allegation.
      2. Interviewing individuals identified by the alleging person as being involved.
      3. Potential police/hate crimes unit investigation.
  7. GM or OM notifies and coordinates efforts with the client.
    1. GM coordinates with Chris McFadden on addressing the media, usually in collaboration with the client.
  8. BU Action Team will communicate with all project or office employees to explain the nature of the incident, steps taken to-date and future actions.
  9. Conduct a stand down within 24 hours and communicate to all principals and workers the incident and Turner's Zero Tolerance position on all Bias Motivated incidents.
  10. The PM or designated manager will complete the Bias-Motivated Event/Workplace Violence Incident Report and send it to the BU HRD with copies to Rodney Pope, Patrick Blake, Bob Yeadon, Steve Spaulding II, and Dean Cola.
